		<description>I think it may be both of the factors you mention. Living in a culture that values its rich artistic history probably has a dramatic effect on the quality of teaching. 

You don't realize how much art is devalued in the US, particularly compared to the emphasis on sports and business, until you see how much it is valued in places like France and Italy.</description>

		<description>This school has been impressing me for years. I have no idea what they are doing there in order to consistantly produce such great animation at the student level. &lt;a href="http://www.gobelins.fr/galerie/animation/gen2006-1.htm" rel="nofollow"&gt; This short in particular&lt;/a&gt; just blew me away. 

But then I have always been impressed with the level of talent in France (and Europe in general); their painters, illustrators, comics artists and so on... Perhaps the style of tuition there has something to do with it? Or the fact that a long history of art is all around you if you live there?</description>
